Chief evidence leader Advocate Matthew Chaskalson has told the Madlanga Commission that suspended EMPD deputy police chief Julius Mkhwanazi allegedly performed several favours for Medicare24 CEO Mike van Wyk and attempted murder accused Vusimuzi “Cat” Matlala in exchange for gratification.

The Commission was shown bank records reflecting a series of payments made to Mkhwanazi by Matlala and Van Wyk between May and December 2022.
Mkhwanazi allegedly assisted Van Wyk and Matlala in the fitting of blue lights and cooperation on the proposed specialised unit.
Advocate Chaskalson says, “But if we look at the bank statements of Commissioner Mkhwanzi, we see several other payments, and the first one is on page 803, and the statements we’re looking at here are a current account of Commissioner Mkhwanzi. At 803 on the 5th of May, there is a payment of R20 000, which comes with a reference Matlala. That amount was paid from the accounts of Cat VIP, Cat Protection and Security, and we see that at page 821. And you’ll see that on 5 May, there is a R20,000 payment with the same reference Matlala. Then, on the 10th of December 2022, we see on page 805 that there is another R30,000 payment into the account of Commissioner Mkhwanzi with the reference Matlala.”
